Charles P. Staffer was born in Budapest, Hungary, where he graduated as an architect. Later he studied chinese brush painting in Korea and China and had an exhibition in Pyongyang in 1955. He immigrated to Canada in 1957 and took a position with T. Eaton Company where he designed and created artworks and murals. An exterior mural was executed for the Don Mills Eaton's in 1962.

In 1974 he joined Ontario Government Services and designed special projects, presentations and artworks. He received a "Recognition of Excellence" award in 1992. Also in 1992 he won a bronze medal from the Sculptors' Society of Canada. Since 1993 he has pursued his interest in wildlife paintings, using mainly watercolour and pastel.
He studied art in a private Art School, but furthered his knowledge with self-taught experience. He credit his talent to his grandfather who was a well known sculptor. His interest is in nature, animals and in the harmony of universe. Mystical, allegoric, fairy tale representations of various subjects was also his favorite approach.
